tailscale-proxy: move ts-proxy (HTTP :3128 / Telegram :1080) exit node 06-hetzner -> 04-zomro

ts-proxy's weeks-old direct flow to 06-hetzner died 2026-10-15 ~03:00 UTC;
new Tailscale flows from the Kirochnaya WAN to Hetzner are dropped in
transit (same as ts-vpn on 10-12) and the hel DERP is unreachable, so
both proxy fronts lost egress. Applied live with tailscale set; egress is
now 185.219.83.208. Matches the host compose.
