docs(help-osk): restore /remote-access/ as section hub page

The old URL 404'd after the split. Re-add docs/remote-access.md as an
overview/hub linking to the Windows/iOS/Android-macOS pages, and wire it
as the 'Удалённый доступ' section index in zensical.toml (navigation.indexes).
